Quebec Skilled Worker Immigration Selection System Gets a Makeover
The first week of January 2016 has hit the ground running with a few changes that have been made to the Quebec Skilled Workers Program (QSWP). It was designed to select newcomers who are likely to become economically established once they have arrived and settled in Quebec.
This is active from the 31st of December 2015 and the government of Quebec has made the criteria for training less complicated. Mon projet Quebec is an online application that was launched on the 5th of January 2016.
QSWP allows applicants to immigrate to Canada after receiving a Quebec Selection Certificate (QSC). The next application for QSWP opens on the 18th of January 2016 and will last until the 31st of March 2016. Only 2800 applicants will be accepted, however, the demand is expected to exceed the supply. Because of this, it is likely that the cap will be reached before the 31st of March.
Changes to points system: Area of training and level of education
QSWP is based on a points system as many of you may know. Points can be awarded for a candidate’s area of training, work experience, language proficiency, age, and prior relationship with Quebec, human capital factors of the applicant’s spouse or common-law partner and whether the applicant has violated the job offer in Quebec.
If an individual reaches the minimum points requirement for these factors, more points can be gained for accompanying dependent children and proof of financial self-efficiency.
Candidates may be awarded a significant amount of points for having a diploma, degree or a certificate of training that meets Quebec’s labour market needs. 16 points are available for this factor but applicants who got their diploma, degree or certificate more than 5 years previously were required to show relevant work experience in their field.
This is no longer the case! As of 31st of December 2015, applicants may receive points under the area of their training for their diploma, degree or certificate regardless of when it was earned. But, please remember that the points must be earned before the application is submitted.
Your level of education assessment under the QSWP must be completed prior to submission in order for your points to count.
The government of Quebec has made a number of changes to the QSWP over the past year. They have included with these changes the release of a new area of training list, the removal of the “adaptability” factor/interview from the points based program and this could lower the pass mark required to obtain a CSQ. With the latest changes that have been made to the QSWP, people who may not have been able to qualify for the program before could now be eligible.
Mon Projet Quebec
Mon projet Quebec is an online immigration application management system that is used by the Ministrere de l’Immigration and de la Diversite et de l’Incusion (MIDI), which processes the applications under QSWP. It was launched on the 5th of January 2016.
Mon projet Quebec allows candidates to complete their applications for CSQ, pay online, and follow their status of application and access personal electronic messaging. As of January 2016, QSWP candidates must use Mon projet Quebec in order to submit their applications.
Mon projet Quebec allows a limited amount of users to access the system and create a username and password. An activation link will be sent to your personal email address and it must be activated within 72 hours or else you will have to start again.
Candidates have 90 days to submit their applications and once it has been submitted you will have 30 days to pay the government fees. If a candidate has not submitted their application in the given time, the application will be deleted.
Quebec Skilled Worker: Present and Future
Quebec’s Minister of Immigration has proposed a bill that could result in Quebec implementing an Expression system which is similar to the government of Canada’s Express Entry. So the upcoming application intake period may be the last cycle where Quebec uses a first-come, first serve basis for the Skilled Workers program.
The QSWP may be an enticing option or individuals who wish to make an application to immigrate to Canada without being invited to apply as well as individuals in the Express Entry pool.
According to the governments of Quebec and Canada, candidates will be allowed to apply for the QSWP and the Express Entry programmes. However, if you receive your CSQ or your Invitation to Apply (ITA), you will need to pull out of one of these programmes.
